Youth and Sports Welfare

  • Tamil Nadu Olympic Water Sports Academy: India’s first is to be established in Pirappanvalasai, Ramanathapuram district.

Labour Welfare

  • New Industrial Training Institutes: 10 new institutes to be set up at a cost of Rs.111 crore.

Health and Family Welfare

  • Innuyir Kappom - Nammai Kaakkum - 48 Thittam: Maximum threshold for free treatment during the first 48 hours post-accident raised to Rs.2 lakh.

Healthcare Infrastructure:

  • Six intensive care units with 50 beds each at a cost of Rs.142 crore.
  • 100 bedded ICU at Perundurai Government Medical College hospital in Erode at a cost of Rs.40 crore.
  • Additional buildings in 25 Taluk and non-Taluk hospitals at a cost of Rs.87 crore.
  • Upgrade of Tamil Nadu Government Dental College hospital in Chennai at a cost of Rs.64 crore.
  • De-Addiction Centres in 25 Government Hospitals at a cost of Rs.20 crore.

Industrial Development

  • New Industrial Park: SIPCOT to establish a 300-acre park near Sengipatti (Thanjavur) at a cost of Rs.120 crore.
  • Payroll Subsidy Scheme: 10% subsidy for two years for new industrial units employing over 500 women, differently abled, and transgender individuals.

  • Creches in SIPCOT Industrial Estates: Established under public-private partnership to support working women.
  • Skill Training Programme: Tailor-made programme for women re-entering the job market.
  • Space Industrial and Propellant Park: TIDCO to establish this new park to promote space technology industries.

Micro, Small and Medium Enterprises

  • Global Start-up Summit: To be hosted in Chennai in January 2025.
  • Periyar Social Justice Venture Lab: To support the entrepreneurs addressing social development, climate change, and public services.

  • New Industrial Estates: To be established in Ottanchathiram Taluk (Dindigul District), Manamadurai Taluk (Sivagangai District), and Thiruthuraipoondi Taluk (Thiruvarur District) at a cost of Rs.32 crore.
  • Industrial Complex at Kurichi: A four-storied complex with plug and play facilities in Coimbatore district at a cost of Rs.37 crore.
  • Industrial Innovation Centre in Madurai: To cover 26,500 sq.ft. at a cost of Rs.24 crore.

  • Industrial Complex at Sakkimangalam: A three-storied complex spanning 5 acres in Madurai district at a cost of Rs.118 crore to create employment for 4,500 individuals.
  • Tea Growers Incentive: Rs.2 per kg for members of 16 co-operative tea factories, with Rs.9 crore allocated.

Information Technology

  • State Data Centre: Upgrade with cloud computing infrastructure and disaster data recovery facility by ELCOT at a cost of Rs.200 crore over five years.
  • Free Wi-Fi Services: Free Wi-Fi Services to be provided at 1,000 prime locations in all Municipal Corporations.

  • Tamil Nadu Artificial Intelligence Mission to be established under the guidance of the Chief Minister.

  • State-of-the-art IT Park to be constructed by ELCOT in Vilankurichi (Coimbatore), covering 20 lakh sq. ft., at an estimated cost of Rs.1,100 crore.

Water Resources

  • Flood Prevention and Mitigation: Permanent works in Chennai and surrounding districts at Rs.350 crore.
  • Flood control works in southern districts at Rs.280 crore.
  • Grand Anicut Canal System: Phase two of Extension, Renovation, and Modernization at Rs.400 crore, benefiting 2.3 lakh acres in Thanjavur and Pudukkottai Districts.

Green Energy

  • Pumped Storage Hydro-Electric Power Stations: To be established under public-private partnership with an investment of approximately Rs.60,000 crore.

Climate Change

  • Tamil Nadu Endangered Species Conservation Fund: Corpus of Rs.50 crore.

  • TN-SHORE (Neithal Meetchi Iyakkam): Mission to restore coastal resources across 14 coastal districts at an estimated cost of Rs.1,675 crore.
  • Beach Development: Major beaches to be developed for blue flag certification at an estimated cost of Rs.250 crore.

Transport

  • New Buses: 3,000 new buses and 500 electric buses to be procured with KfW financial assistance.

  • Mini Bus Services: To be extended to rural areas adjacent to rapidly growing urban areas with revamped guidelines.

Chennai Metro Rail

  • Iconic Building: 27-storied heritage design building opposite Chennai Central Railway Station at Rs.688 crore.

  • Integrated Multi-Modal Bus Terminus: Ultra-modern amenities at Rs.823 crore near Broadway bus terminus and Kuralagam building.

Adi Dravidar and Tribal Welfare

  • Annal Ambedkar Business Champions Scheme: Allocation of Rs.120 crore for SC/ST businesspersons.

  • CM Arise Scheme: Adi dravidar and tribal entrepreneurs can avail loans up to Rs.10 lakh with 35% interest subsidy; Rs.50 crore allocated.

  • Iyothee Thassar Pandithar Habitation Development Scheme: Implementation at Rs.230 crore.
  • Community Halls: 120 halls with facilities for Adi Dravidar and Tribal communities at Rs.100 crore.
  • Hostels: Girls’ hostels in Chennai, Thanjavur, Dharmapuri, Namakkal, and boys’ hostel in Madurai at Rs.75 crore.
  • Tholkudi Scheme: Rs.1,000 crore over four years to upgrade basic amenities in tribal habitations.

  • Skill Training for Tribal Youth: Rs.5 crore allocated to train 1,000 youth.
  • Smart Classrooms: Construction for schools under Adi Dravidar and Tribal Welfare at Rs.36 crore.

Minorities Welfare

  • Repair and Maintenance Grants: Rs.10 crore for mosques and dargahs, Rs.10 crore for churches including Choolai in Chennai, Virudachalam in Cuddalore, and Idaikkattur in Sivagangai.

Welfare of Differently Abled Persons

  • Centre of Excellence for Autism Spectrum Disorder: To be established in Chennai at Rs.25 crore.

Animal Husbandry

  • Animal Sterilization Project: Rs.20 crore allocated for effective operation of animal birth control centres.

Fisheries and Fishermen Welfare

  • Coastal Protection and Construction: Works including bait arches, fish landing centres, dredging, and artificial reefs at an estimated cost of Rs.450 crore.

Dairy Development

  • Modernization of Dairy Plants: Installation of automated machines with cutting-edge technology at Rs.60 crore.

Handlooms and Textiles

  • Mini Textile Parks: Establishment in districts including Karur, Erode, and Virudhunagar at Rs.20 crore.
  • Research and Business Development Fund: For Technical Textiles and Man-Made Fibre with a corpus of Rs.25 crore.
  • Technological Upgradation Scheme: Interest subvention at 6% over the next 10 years at an estimated cost of Rs.500 crore.
  • Integrated Complex for Handlooms and Handicrafts: To be established in Chennai at Rs.227 crore.
  • Artisans Development Scheme: Providing new entrants with a 25% subsidy linked with credit; Rs.20 crore allocated.

Public Works

  • Kalaignar International Convention Centre: A state-of-the-art ‘Kalaignar International Convention Centre’, spanning 3 lakh sq. ft. will be built in East Coast Road, Muttukadu, Chennai.

  • New Tamil Nadu House: A new Tamil Nadu House ‘Vaigai’ will be constructed at an extent of 3 lakh sq. ft. with traditional Dravidian architectural design in the capital city of New Delhi, at a cost of Rs.257 crore.
  • Renovation of Heritage Buildings: An amount of Rs.50 crore will be allocated to renovate heritage buildings and preserve their antiquity.

Highways

  • Cuddalore Port Upgrade: The Cuddalore port, which has been inoperative for the past 40 years, has now been upgraded with additional facilities at a cost of Rs.150 crore.
  • Tamil Nadu State Highways Authority: A bill to establish 'Tamil Nadu State Highways Authority' will be introduced in the current session.

Welfare of Ex-servicemen

  • Property Tax Reimbursement: Rewarding the dedication and selfless service of our ex-servicemen, the property tax reimbursement scheme will be expanded to all ex-servicemen.
  • As a result, more than 1.2 lakh ex-servicemen will be benefitted.

Public Grievances

  • Mudhalvarin Mugavari: Out of 20.31 lakh petitions received under Mudhalvarin Mugavari so far, 19.69 lakh petitions have been resolved.
  • Makkaludan Mudhalvar: A new initiative called ‘Makkaludan Mudhalvar’ has been launched to redress public grievances in under 30 days pertaining to 13 key departments with high public interface.

  • Ungalai Thedi Ungal Ooril: A new scheme called ‘Ungalai Thedi Ungal Ooril’ has been launched recently.
  • Under this scheme, District Collectors will set up camp in one Taluk for one day every month to solve public grievances.

Special Programme Implementation

  • Kala Aayvil Muthalamaichar Initiative: Hon’ble Chief Minister is conducting personal inspections and reviews for ensuring timely and hassle-free delivery of services.
  • In order to ensure timely and hassle-free delivery of services and benefits to the people, Hon’ble Chief Minister conducts periodical reviews and inspections on the status under the novel initiative, ‘Kala Aayvil Muthalamaichar’.

Finances of the State Government

  • Fiscal Consolidation: The Government is following the glide path of fiscal consolidation and has reduced it from 3.46 per cent in 2022-23 to 3.45 per cent in 2023-24 to 3.44 per cent in 2024-25.
  • This has been achieved despite the impact of disasters and after an unprecedented allocation to TANGEDCO from within the budgetary resources.
  • This Budget underscores the commitment of this Government to deliver on the promises made to the people, without wavering from the path of prudent fiscal management, in spite of numerous challenges.
