A parliamentary panel has raised the concerns over the failure of several States to establish the necessary mechanisms to effectively address cases of atrocities against Scheduled Castes.
There are large gaps in implement and strengthen the machinery required under the Protection of Civil Rights Act, 1955, and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.
States like Madhya Pradesh, Rajasthan, Bihar and Odisha were singled out for consistently lagging in fund utilisation and achieving implementation targets.
