- His journey in the government of India began with the position of an economic advisor in the commerce ministry in 1971.
- He served as a director of RBI during 1976-1980.

- It was his regime that revolutionized the telecom sector at a time when many people were waiting to get a telephone connection.
- He won the Euro Money Award for Finance Minister of the Year in 1993, the Asia Money Award for finance minister of the year in both 1993 and 1994.
