- Zero Hour would be introduced for the first time in the Himachal assembly after framing standard operating procedures (SOPs).
- Only urgent issues of public interest which cannot be listed or are not listed under the rules can be raised during the Question Hour.
- But the Speaker has the discretion to allow any issue and giving the reply immediately is also not binding.
- Zero Hour proves that the Speaker is neutral and does not act under the pressure of the government.
- Zero Hour, which traditionally lasts for half an hour, it should be used exclusively for matters of urgent public importance.
