The Urban Learning Internship Program (TULIP)

Launched Year:

  • 2020.

Ministry or Nodal Agency:

  • Ministry of Housing & Urban Affairs (MoHUA).
  • Ministry of Education (MoE).
  • All India Council for Technical Education (AICTE).

Objectives:

  • To provide the internship opportunities to 25,000 fresh graduates in all Urban Local Bodies (ULBs) and Smart Cities across India.
  • To enhance employability through “learning by doing” and provide an opportunity to co-create innovative solutions for urban challenges.
  • Strengthen the institutional capacity of the urban ecosystem and foster youth engagement in urban initiatives.
  • To create an ecosystem where youth can contribute to building liveable cities by providing exposure to a variety of urban-related fields.

Beneficiaries:

  • Fresh graduates (within 18 months of completing their final year of college).
  • Urban Local Bodies (ULBs).
  • Smart Cities across India.

Eligibility Criteria:

  • Applicants must be Indian citizens.
  • Applicants should have completed their final year of college within the last 18 months.
  • Applicants must hold a degree in one of the following fields: B.Tech, B.Planning, B.Arch, BA, B.Sc, B.Com, LLB.

Benefits:

For Interns:

  • Enhanced employability through real-world experience in urban planning, design, engineering, IT, mobility, finance, and social and environmental issues.
  • Exposure to various aspects of urban governance and service delivery.

For ULBs and Smart Cities:

Additional Information:

  • The TULIP program was conceived following a Budget 2020-21 announcement under the theme ‘Aspirational India,’ focusing on shifting education from “doing by learning” to “learning by doing.”
  • The program’s internships can range from 8 weeks to 1 year in duration.
  • TULIP contributes to the goal set by MHRD and AICTE to achieve 1 crore successful internships by 2025.
  • The program is supported at the state level by the Urban Development departments, which
  • help ULBs and smart cities implement TULIP within their organizations.

Udyami Bharat Scheme

Launched Year:

  • 2024.

Ministry or Nodal Agency:

  • Ministry of Micro, Small and Medium Enterprises (MSME).

Objectives:

  • To celebrate the contributions of MSMEs to the national economy.
  • To showcase and promote the importance of MSMEs in fostering entrepreneurship, generating employment, and driving economic growth.
  • To highlight the achievements and government initiatives aimed at supporting MSMEs, such as Udyam Registration Portal, PM Vishwakarma, PMEGP, SFURTI, and the Public Procurement Policy for MSEs.
  • To facilitate the integration of traditional artisans and micro-enterprises into the formal economy, enhancing their productivity and sustainability.

Beneficiaries:

  • Entrepreneurs and small businesses across India, particularly in the MSME sector.
  • Artisans and craftspersons under the PM Vishwakarma Scheme.
  • Enterprises registered through the Udyam Portal and PMEGP.
  • Enterprises in Aspirational Districts, SC/ST, and women entrepreneurs.
  • Traditional industries and artisans under the SFURTI scheme.

Eligibility Criteria:

  • For PM Vishwakarma: Craftspeople, artisans, and traditional industries seeking support for skills development and financial assistance.
  • For Udyam Registration: Existing enterprises looking to formalize their operations by registering online through the Udyam Portal.
  • For PMEGP: Micro-enterprises in the non-farm sector, with specific subsidies for special categories (SC, ST, Women, etc.).
  • For SFURTI: Traditional artisans who are part of clusters seeking to enhance their product development and marketability.
  • For Public Procurement Policy: MSMEs with eligible goods and services that meet the procurement requirements of the government.

Benefits:

  • PM Vishwakarma: Financial support, skill development programs, and integration into global value chains.

  • Udyam Registration: Free, paperless registration, easy access to government schemes, and integration into formal sector benefits like Priority Sector Lending.
  • PMEGP: Margin money (subsidy) for setting up new enterprises, free entrepreneurship development training, and collateral-free loans.
  • SFURTI: Grants for organizing traditional industries into clusters, financial assistance for product development, and market linkages.

  • Public Procurement Policy: Government procurement preference for MSMEs, including a reserved quota for SC/ST and women-owned enterprises.

Additional Information:

  • Udyam Registration: The Udyam Registration Portal has registered over 4.63 crore enterprises, primarily micro-enterprises.
  • PM Vishwakarma: An initial funding of Rs. 13,000 crores from 2023-24 to 2027-28 for the scheme’s success.

  • PMEGP: Significant contribution to job creation, with 22,050 projects established in 2023-24, providing jobs to over 1.76 lakh individuals.
  • SFURTI: Approved 513 clusters since 2014-15, benefitting nearly 3 lakh artisans.
  • Public Procurement Policy: MSMEs received procurement worth Rs. 82,431 crore in 2023-24, supporting 2.36 lakh MSMEs.

Goal 09: Industry, Innovation and Infrastructure

Digital India Initiative

Launched Year:

  • 2015.

Ministry or Nodal Agency:

  • Department of Electronics and Information Technology (DeitY), Ministry of Communications and IT.

Objectives:

  • Transform India into a digitally empowered society and knowledge economy.
  • Improve infrastructure and services through digital technology.
  • Create a system of digital governance for ease of doing business, financial inclusion, and improving public services.
  • Empower citizens with universal digital literacy and access to information and services.
  • Promote electronics manufacturing, job creation, and a cashless economy.

Beneficiaries:

  • All Indian citizens.
  • Rural and urban populations, especially underserved areas like remote villages.
  • Students, workers, and farmers who will benefit from digital education, job opportunities, and digital services.
  • Government departments, service providers, and businesses that will benefit from e-Governance, digital literacy, and IT-enabled processes.

Eligibility Criteria:

  • Public and private sectors that engage in digital governance, infrastructure, and services.
  • Citizens wishing to benefit from digital services like online banking, mobile applications, e-education, and healthcare.

Benefits:

  • High-speed broadband and internet access for rural and urban areas.
  • Access to digital services like e-governance, e-healthcare, e-education, and online banking.
  • Increased job opportunities through IT training programs and IT-enabled jobs.
  • Financial inclusion via mobile banking, digital wallets, and micro-ATMs.
  • Empowerment through digital literacy, enabling citizens to avail various government services easily.
  • Development of the electronics manufacturing sector, reducing import dependency.

Major initiatives under the Digital India program

1. BharatNet Project

Launched Year:

  • 2011 (under National Optical Fiber Network).

Objectives:

  • To provide broadband connectivity to all Gram Panchayats (GPs) across India.
  • To facilitate high-speed internet access in rural areas.

Beneficiaries:

  • Rural residents, government services, educational institutions, healthcare services, etc.

Eligibility Criteria:

  • Gram Panchayats and rural areas.

Benefits:

  • Enhanced internet access in rural and remote areas.
  • Empowerment of rural communities through digital services.
  • Facilitation of e-governance, education, telemedicine, and digital communication.

Additional Information:

  • Over 1.15 lakh Gram Panchayats connected via optical fiber as part of BharatNet.
  • Expected to improve broadband penetration across India, enhancing digital infrastructure in remote areas.

2. e-Kranti

Launched Year:

  • 2015.

  • Ministry of Electronics and Information Technology (MeitY).

Objectives:

  • To provide all government services electronically.
  • To enable an integrated and interoperable government service delivery system.

Beneficiaries:

  • Citizens across India, especially in rural areas.

  • Any citizen accessing government services.

  • Increased transparency and accountability in government services.
  • Simplification and accessibility of government services.
  • Enhanced e-governance and digital delivery.

3. Digital Literacy Mission

Objectives:

  • To promote digital literacy and bridge the digital divide.
  • To empower citizens with basic IT skills and digital literacy.

Beneficiaries:

  • Rural population, women, senior citizens, underprivileged communities.

Eligibility Criteria:

  • All Indian citizens, with special focus on marginalized communities.

Benefits:

  • Increased digital awareness and literacy among rural and underserved populations.
  • Empowerment of citizens through digital skills training.
  • Enhanced participation in the digital economy and access to government services.

Additional Information:

  • Part of the National Digital Literacy Mission (NDLM), aims to train 1 crore individuals by 2020.
  • Courses offered are free, and training is available through Common Service Centers (CSCs).
