Digital Office Tamil Nadu (DoTN)
e-Office
- e-Office is the application suite that allows automation of routine tasks and processes within the Government offices.
- The Electronic File Management System (e-File) helps create ‘paperless’ offices, allows speedy disposal of files and improves governance.
- The communication both within and across offices is almost real-time leading to improved efficiency in decision making.
- The audit and history features add to the transparency of the processes.
- So far, 43,359 users across 42 departments / offices are using this application.
- TNeGA is rolling out e-Office application to all offices under the administrative control of the Government of Tamil Nadu.
- In Phase-I, the Secretariat officials in all departments of the Secretariat have been trained in e-Office.
- It is expected that the Secretariat will be fully on e-Office by June 2022.
- Simultaneously, e-Office is being rolled out in Heads of the Departments and District Collectorates (and its subordinate offices) and the work will be prioritized after rolling out at the Secretariat is completed.
e-Mail as a service
- As a part of e-Governance Initiative, the Government of Tamil Nadu has decided to create e-Mail IDs both Official and name based personal IDs with the ‘tn.gov.in’ domain at free of cost to all Officials working in various Government Departments / Undertakings / Agencies and Boards for the Official communication.
- Moreover, Department specific email IDs are also created for key Government units as per their requirement.
- Each employee will be assigned a ‘designation’ based e-Mail account as well as ‘name’ based e-Mail account.
- Currently, in the year 2022-23 around 65,516 e-mail IDs have been created for the Government employees with the help of NIC.
SMS as a Service
- Tamil Nadu e-Governance Agency (TNeGA) is providing SMS Gateway to all Government Departments at a low cost and effective manner.
- The SMS platform will allow user Departments to send messages from their application to the citizens.
- SMS Gateway services also guarantees complete security of data. SMS gateway also ensures speed and reliability.
- TNeGA is currently serving around 24 Departments / Boards / PSUs / Agencies in Tamil Nadu and have handled SMS transactions count of 27.80 crore during the year 2022-2023.
e-Sign as a Service
- e-Sign service facilitates instant signing of documents online by utilizing the service of Unique Identification Authority of India (UIDAI) for on-line authentication and Aadhaar e-KYC.
- Besides, the e-Sign services provide an easy and secure way to digitally sign information anywhere, anytime, and avoid any misuse, thus making it more secure.
- TNeGA has engaged Centre for Development of Advanced Computing (C-DAC) as e-Sign Service Provider (ESP) to cater the e-Sign service needs of all the Government Departments of Tamil Nadu.
- e-Sign service supports both OTP and Biometric based modes of authentication for leveraging e-KYC service of UIDAI.
- The adoption of the use of digital signing service is needed extensively to replace the redundant paperwork with an end-to-end digital solution.
- At present, the e-Sign service of TNeGA is being utilized by 8 Departments like Health, Registration, Commissioner of Land Administration, Geology & Mining, Chennai Metropolitan Development Authority, Directorate of Town & Country Planning, Education and Social Defence.
- Around 35,71,517 e-Signatures were utilised during the year 2022-23.
Online Exam as a Service (EaaS)
- TNeGA is providing “Online Examination” as a Service that can be availed by various Government Departments to cater their recruitment needs to fill their vacancies in a time-bound, transparent, and hassle-free, secured manner.
- In this regard, TNeGA has selected M/s. NSEIT Ltd., as a System Implementation Partner (SIP) for providing End-to-End online examination service to all the Government Departments on a rate contract basis for a predefined scope of work.
- The scope of work includes Pre-examination process, Examination process and Post examination activities.
- During the year 2022-23, six Departments namely, Chennai Metropolitan Development Authority (CMDA), Tamil Nadu Veterinary and Animal Sciences University (TANUVAS), Teachers Recruitment Board (TRB), Medical Services Recruitment Board (MRB), Sports Development Authority of Tamil Nadu (SDAT) and Madras High Court (MHC) have utilized this service of TNeGA and have successfully completed the recruitment process for 492 vacancies in a secure and hassle-free manner.
- In 2022-23, around 11.4 lakh candidates have written various exams through this online examination service.
Namadhu Arasu (MyGov)
- ‘Namadhu Arasu’ is a unique platform for the people of Tamil Nadu to participate in governance, sharing ideas and suggestions with the Government in areas related to policies, programs, and schemes.
- This helps build a good partnership between citizens and the Government and promotes participative Governance.
State Call Centre and Helpline (1100)
- ‘Integrated and Inclusive Public Grievance CM Helpline Management System’ (IIPGCMS) has been implemented as an integrated system to allow citizens to register their petitions through multiple channels such as helpline on 1100, online web portal, mobile application, e-Mail, social media, or physical submission.
- Prior to this system, departments used to run independent grievance handling systems – both physical and electronic which were not effective.
- This integrated system has been handling the petitions submitted under ‘Mudhalvarin Mugavari’ and it assigns, tracks and monitors grievances across all Offices.
SiTN - Simplify TN
- A new initiative called ‘Simplify TN’ has been undertaken to simplify governance.
- TNeGA is helping in process re-engineering activities in various Government departments /Directorates / Commissionerates / Boards on a pilot basis.
- Priority is being given to areas with maximum public interface.
- Process compliances, licenses, acts, regulations, rules, Government orders, guidelines and circulars are being studied.
- Re-engineering measures will be drafted and discussed with the departments for implementation.
iTNT Hub
- The iTNT Hub is India’s first Innovation Hub established in a Public Private Partnership Model along with contribution from Government of India.
- iTNT Hub is located at Anna University Campus in Guindy, in a 30,000 sq. ft. space.
- The iTNT Hub will focus on the promotion of emerging and deep-tech startups, enabling Industry-academia collaboration, build globally ecosystem partnerships, enabling MSMEs and Startup Innovators with Industrial Design and Production support and through programs enable Startup entrepreneurs from Tamil Nadu to access global markets.
IT Security Audit
- Tamil Nadu e-Governance Agency (TNeGA) helps in conducting Security Audit of all Government websites / web applications / mobile application by engaging the Indian Computer Emergency Response Team (CERT-IN) empanelled auditors in accordance with the applicable guidelines and standards as specified by CERT-IN / STQC.
- The security audit is mandatory before hosting any website / web applications in the Tamil Nadu State Data Centre (TNSDC) and before expiry of the audit certificate or whenever there is a change on the website / web applications.
- The security audit process must be performed every year irrespective of the website being static or dynamic as well as when there is a major upgradation / change made in the application within a span of a year from the date of issuance of clearance certificate.
- Moreover, TNeGA conducts security audit of all Government websites / web applications/ mobile applications once a year free of cost and continues to do the same on subsequent years also.
- So far, in the year 2022-2023, around 72 websites / web applications / mobile applications of various Government Departments have been audited under this scheme.
Achievements and Awards
- NeSDA - Tamil Nadu ranks 2nd in NeSDA 2021 Assessment on the effectiveness in delivering online services to citizens with overall compliance of more than 85%.
- AI based Pest and Disease detection using Uzhavan mobile application won the NASSCOM AI Game Changers Award under the Exemplary Category for the year 2022.
- Three AI Projects – FRAS, AI based Pest and disease detection and e-Paarvai are listed in the INDIA AI 75 @ 75 research journey report.
- e-Governance GOLD AWARD 2022 is for the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme.
- e-Governance SILVER AWARD 2022 is for the e-Munnetram application.
