  • The Tamil Nadu government has reconstituted its Backward Classes Commission.
  • Retired Justice R Thanikachalam will head the Commission now.
  • It is for examining requests of inclusion and complaints of over-inclusion or non-inclusion in the list of Other Backward Classes (OBC).

Background

  • The first Backward Classes Commission in Tamil Nadu was formed on November 13, 1969 when the DMK was in power.
  • It was known as Sattanathan Commission.
  • Sattanathan Commission recommended the introduction of "Creamy Layer" among the OBC in the state.
  • In pursuance of the direction of the Supreme Court in the Mandal Commission cases or Indira Sawhney cases in 1992, the State government had constituted a permanent Tamil Nadu Backward Classes Commission.
  • It was formed under the Chairmanship of retired Justice K Shanmugam 1993.
  • It is formed under Article 16(4) read with Article 340 of the Constitution of India.
