- The Bill has been in the works since 2018 when a panel, led by retired Supreme Court judge Justice B N Sri Krishna prepared a draft version.
- The central government introduced a draft of the Bill in 2019 in the Lok Sabha.
- This bill went through multiple iterations including a review by a Joint Committee of Parliament in 2021.
