  • The Meghalaya Cabinet approved amendments to the Meghalaya Residents Safety and Security Act (MRSSA) 2016.
  • This amendment aims to include demands for an inner line permit (ILP) system to stop illegal immigration into the state.
  • This act was previously applicable only to tenants.
  • It makes registration on entry mandatory for visitors who intend to spend more than 24 hours in the state.
  • Central and state government employees are exempt from the new entry rule. 

Inner Line Permit (ILP) system

  • ILP is based on the Bengal Eastern Frontier Regulation Act (BEFR), 1873.
  • It is a special permit required by “outsiders” from other regions of the country to enter the three states where it is currently in force.
  • This system currently in force in Arunachal Pradesh, Nagaland and Mizoram.
