- The 4-member panel announced includes,
- Kenzo Oshima - Former Japanese ambassador to the UN & former UN Undersecretary-General for Humanitarian Affairs.
- Rosario Manalo - Former Philippine Vice Foreign Minister.
- Mya Thein - Former chief of Myanmar's Constitutional Court.
- Aung Tun Thet, An Economist and Former UN official.
