- Rajasthan has tabled the Minimum Guaranteed Income Bill, 2023.
- Rajasthan will be the first state to have such a law.
- It seeks to cover the entire adult population of the state with guaranteed wages or pension.
- Under the Bill, all families of the state get guaranteed employment of 125 days every year.
- The aged, disabled, widows, and single women get a minimum pension of Rs 1,000 per month.
- Importantly, the pension will be increased at the rate of 15 per cent each year.
- The Bill has three broad categories:
- Right to minimum guaranteed income,
- Right to guaranteed employment, and
- Right to guaranteed social security pension.
- Several other States too have in recent years introduced employment guarantee schemes for the urban areas but only via executive order.
- This is the first time in a state, the Urban Employment Guarantee Scheme will get legislative backing.
- This legislation has a universal application unlike the centrally sponsored pension scheme which is extended only for Below Poverty Line families.
- The pension offered by the Centre is also stuck at ₹200 per month and has been stagnant since 2007.
