Ninth BRICS Summit – Xiamen, China

  • The ninth edition of the BRICS Summit happened in Xiamen, China on September 3,4 and 5. China hosted the summit for the second time since 2011.
  • BRICS leaders, Brazilian President Michel Temer, Russian President Vladimir Putin, Chinese President Xi Jinping, South African President Jacob Zuma, and Indian Prime Minister Narendra Modi participated in the summit.
  • Prime Minister Narendra Modi raised the issue of terrorism in the context of being an impediment to economic growth and prosperity
  • PM Modi and other BRICS leaders, through consensus, had adopted the Xiamen Declaration, which named Pakistan-based terror groups Lashkar-e-Taiba and Jaish-e-Mohammad in the segment on counter-terrorism and "concerns" on security situations.
  • China’s position on naming these terror groups in the final declaration is considered, given the fact that Beijing had nixed the very idea of reference to Pakistan-based terror groups at the Goa BRICS Summit in 2016 hosted by India.
  • The Conference was centered around the theme of ‘Stronger Partnership for a Brighter Future’.
  • The 2018 BRICS summit is next the tenth annual BRICS summit. The summit will be held in Johannesburg, South Africa
Key Points of Declaration
  • The leaders affirmed their commitment to intensify dialogue and experience sharing and support compiling a compendium on fighting corruption in BRICS countries.
  • The leaders committed to enhance communication and cooperation in international fora on issues concerning international peace and security to address global security challenges and threats faced by the international community
  • The BRICS nations condemned unilateral military interventions, economic sanctions and arbitrary use of unilateral coercive measures in violation of international law and universally recognized norms of international relations.
  • The leaders strongly condemned terrorist attacks resulting in death to innocent Afghan nationals
  • The leaders called upon the international community to establish a genuinely broad counter-terrorism coalition and support the UN's central coordinating role in this regard
