  • The bill was introduced in Lok Sabha on July 08, 2019 by in Lok Sabha by Prahlad Singh Patel, Minister of State for Culture to amend the Jallianwala Bagh National Memorial Act, 1951. 
  • It passed in Lok Sabha on August 02, 2019 and passed by Rajya Sabha on November 19, 2019.
  • The Act provides for the erection of a National Memorial in memory of those killed and wounded on April 13, 1919, in Jallianwala Bagh, Amritsar. 
  • In addition, it creates a Trust to manage the National Memorial.
  • Following people were trustees – President of Indian National Congress party, Prime Minister, Leader of Opposition (LOP) in Lok Sabha, Minister of Culture, Punjab’s Governor and CM, 3 eminent persons nominated by Union government.
  • The present Bill amends this provision “to remove” the President of the Indian National Congress as a Trustee.
  • Further, it clarifies that when there is no LOP in Lok Sabha, then the leader of the single largest opposition party will be the Trustee.
  • The three eminent persons nominated as Trustees can now be terminated before the expiry of the 5-year term without assigning any reason.
